I spoke with Peta Raabe, the design architect for the new Clark Park playground. As the contractor was installing the new playset, he found the manufacturer had shorted him a piece or two. Those pieces have been ordered. In the meantime, he could not finish the surfacing job promptly as he h

David, Actually, I think that's what will probably happen. When it does, the city will claim they didn't know about the problems with dogs in the bowl. However, the city will probably be ultimately liable because they are the deepest pocket, and had the means to control the problem. I know fro
