Yes, that's a bug you find in a lot of package (nscd, davfs, ...).
I don't know if directory under /var/run should be erased on each reboot (FHS
is clear about files but not directory).
But usually debian maintainers agree to do the modification.

It appears the problem is because /var/run is a tmpfs in Dapper, so nothing is
there after a reboot. While the idea of tmpfs for /var/run is appealing, I'm
betting that it breaks a lot of packages that create the directory in postinst
and expect it to stick around.
