Better use 'dch -R No-change rebuild ...' instead of the dch -l build. And I sometimes use dpkg-source -b foo-1.0 and dpkg-genchanges -S to build the new source package and generate the .changes file. I use this when I'm too lazy to install a build-dependency to be able to run the clean target
