ubuntu-dev-tools should recommend quilt
As discussed in the merge proposal and on IRC, we should create a
metapackage packaging-dev that depends on everything a packager needs
instead of bloating ubuntu-dev-tools.

I'm not entirely convinced about this change. There aren't parts of
ubuntu-dev-tools that function any better with either of these two
packages installed.
If we want to make it easy to get a packaging environment, we should
either massively improve setup-packaging-environment or add a meta-
+1. I don't understand the purpose of u-d-t to be to set up a
development environment (indeed that is what setup-packaging-environment
is for), but rather to be a collection of useful scripts for doing
Ubuntu development.
