Right, but did you specify the base URLs for HDP 2.1.3 in Select Stack page
of the Install Wizard?
If you've done that and you still encountered a failure during Install,
Start and Test page, you should do what Jeff suggested:

I looks like it's still trying to grab the 2.1.7 RPMs.

generated by Ambari based on the Base URLs you enter and should reflect the
2.1.3 urls that you entered during the wizard.
2) yum clean all
3) yum info hadoop and see what
this is not a HDP.repo file, but ambari.repo file, I installed ambari using the
binaries got from apache site.
[root@ambari yum.repos.d]# more ambari.repo
[ambari-1.x]
name=Ambari 1.x
baseurl=http://public-repo-1.hortonworks.com/ambari/centos6/1.x/GA
gpgcheck=1
You are correct that Ambari will grab the latest HDP 2.1.x maintenance
release repos if you are connected to the internet (for it to check for the
latest) and you select stack HDP 2.1.
But if you want to install an older version of HDP 2.1.x, do the following:
1) During install, on the Select
