The hot-deploy order was removed after the release branch for 16.11 was
created, along with the removal of specialpurpose (now ofbiz-plugins in
another repository).
So plugins is available in trunk and the 17.12 release branch.

I created a jira "Improvement" with a patch attached OFBIZ-10189.
I guess when it comes to a business rule (OOTB) like the one addressed someone
of the community should be able to explain it. Otherwise there my be space for
improvment.
