Did you run cloudstack-setup-database before cloudstack-management? See
section 4.5.4.1.5 in the install guide as you will have to pass some parameters
to create the table:

Also, confirm that the global settings 'host' and 'management_cidr' are set
correctly, and that the reserved IP range you allocated to the POD allows
access to the 'host' address.

Hi,
Firstly I recommend you install 4.2.1 as this is the latest version, than
ensure that your CloudStack Server has at least 2GB of RAM as it needs this to
correctly deploy the databases.
