You need to ensure that IP range associated to CloudStack is not used by
any other setup. If you have already done that and can't undo it but want
to keep the remaining dedicated to CloudStack, you can mark the IPs
allocated outside CloudStack as Allocated in the DB.
Tangential poin
Another thing, you can't exceed the physical clock speed... So if you have
2430 MHz you can't go above it. Does it work with 2400mhz?

ACS will take care of job level data integrity. You can run multiple usage
services. Moreover there are fields in the usage db's multiple event tables
which mark events as processed making it idempotent.
