I will log on Github. In the meantime, I processed "forced" delete for
template so that I can get it removed from CM. Is it safe to remove
images stored in primary, which are not related to VMs, since you
mentioned templates are also stored in primary?

This seems to be a bug. Please file a github issue.
If the template is still used by active vms, you can find the template on
primary storage.
