Is there any way to set supportspublicaccess:true on a network offering
using the API? I have checked the documentation here:
https://cloudstack.apache.org/api/apidocs-4.20/apis/createNetworkOffering.html
However, it seems that this option only appears as a response tag, not as a

zone, so something happens after the zone is up & running. I'm on 4.19.1.0 if
it makes any difference.

i am not sure what you are referring to exactly, because in my case a Domain
Admin is not able to create Network Offerings.
They can list network offerings, but not create.
In case you are searching for a way to deny Domain Admins creating
ServiceOfferings, you can create a new role

just a short question regarding the creation / usage of network offerings.
When adding a network offering there is the optional field to give the
network offering a "Tag".
After reading the docs, the acutal usage is to map the offering to a
specific physical network.

You would need to modify (edit) your network to a different offering that has a
10mbps limit and restart the network.

I am logged in through the GUI as the default admin user under the ROOT
domain. Just a quick clarification: I can see it under "Network Offerings",
but I can't actually use it/see it when I try to deploy an instance and/or
when creating a network
If the offering has 'specify VLAN', then only the admin should be able to
see it.
You can also use cloudmonkey to verify the offerings.
