The official line is max 8 XenServer Hosts per cluster, but experience has
shown the 'optimum' number to be 6 per Cluster

etc. CloudStack communicates with the Pool Master, so the more Hosts in the
Cluster, the more work the Pool Master has to do.
Of course it all depends on your workloads (number of VMs per Host) or Host

I've experiance similar behavior, but in my case, doing a stop/start from
CloudStack of VR did solve the problem. I'm still not sure if rebooting the
VR via SSH instead of using CloudStack API was root cause of the problem.

I think that completely depends on Logical processor supported by
hypervisor. Xenserver supports 150 Logical processor per hosts.
So as far as hypervisor limit is satisfied cluster works fine.
