- the subnets used, I.e. how many IP addresses you have in each tier
- how heavily utilised your VMs are, i.e. how much bandwidth they require for
ingress/egress traffic

The issue seems gone while we migrate a SSD+HDD mixed storage which has
much better I/O performance than previous NFS one.

We're currently migrating Storages and only the Virtual Routers,
Console Proxy and Secondary Storage VM are left on our old Storage.
Since we want to get rid of that Storage, I need a way for provisioning
the System VMs to the new Storage.
