If I had to do it, I would proceed as follows:
Open Draw and set the page size as it is used in Writer and the margin all
around to 0.00 inches.
Draw a white rectangle the same size as the page.
Over this rectangle, decorate your clipart images on the outer edge, but only
large enough
The problem is how to anchor an image so it doesn't float around with
the text.
Drag image(s) from Gallery or File Browser onto the document.
Right-click image and select Properties. On the Position & Size tab
select the Anchor to Page option.
Resize and position image as desired.
