get the output from 'apachectl' with no arguments:
Usage: -f [-D name] [-d directory] [-f file]
[-C directive] [-c directive]

Wow- can't really help you I'm afraid, but i think this is a nominee
for most f'd up problem ever :P
At first thought, could you have somehow replaced the httpd binary
with the apachectl binary?
