Just like Willy said, It will be best to study your configuration and read the User Guide for what has changed and try converting (porting) you configuration file to work with the new one before upgrading. In other words, test your current configuration in your test lab and make sure it works

you didn't supply any good guidance for us to help you sir. first of all we all need to know what kind of smsc do you connect, how is your application developed, what is your telco smsc rules. but actually Kannel does have directive not to retry failed messages. It is on the user guide :)
