As mentioned in kannel user's guide, wavecom gsm
modem supported by kannel, but I test two wavecom gsm modem, non of them work
properly. In fact it seems that they does not have any hardware problem. I think
modem response to AT command but it seems kannel cannt handle response
messages.

I suggest that kannel technical team test
and release a list of modems and SMSCs which compatible with kannel,
(not just brands)
or kannel users send their list and any
special config parameters to kannel mailing-list.
