I have a problem with some Nokia models when trying to send ringtone to
terminal.
Tone vibrates but doesn't sound. Some models are working just fine (NOKIA 2100)
I think this a pretty common problem, but I haven't found any answer of it yet.

You should check the docs on forum nokia about SmartMessaging if you
want to know how to encode it yourself.
Hint: google for the ringtonetools package, it will do all the work for you!
There is also some examples on Kannel source code about sending all
kind of messages, check on the contrib/web

the udh seems to be ok. not sure if the ringtone is valid or not.
Assuming you are on nokia phone, does you phone says Ringtone
received and when you try to play then it vibrates? Does your nokia
active profile has vibrate mode on. Try disabling off and then send
ringtone. it may not even vibrate
