For this reason, it is impossible to change any settings in firewall on
fedora 24.
So, I can't ssh machines running f24, I can't set printers on machines
running f24...
Is there a solution?

Sure - run vncserver from the tigervnc-server package on the target
system, and connect with the vinagre client (preferably using SSH
forwarding).
