"Connection refused" sounds like problems with repo1.maven.org. Try configuring one of the mirrors like http://repo.mergere.com/maven2/ as an additional repo for maven-proxy. However that won't stop maven-proxy from giving you a 'connection refused' error on repo1.maven.org. -Original Mess
