Problem resolved. Updated to 14.4.1 and used the community installer.

I haven't managed to get this to work reliably since about version 9 of
NetBeans. Sometimes it works, sometimes not.
What you need to do is, remove the NetBeans plugin from Chrome and in
NetBeans don't use "Chrome with Netbeans Connector".
