Controller Service scoping/availability is unfortunately not as clear as it
needs to be. There have been some recent improvements to help with this
that will be part of an upcoming release. Those improvements are detailed
here [1].

settings" in the main menu. This should not be done this way as controller
services created here are only to be used by reporting tasks. To create

permissions are not available, as all users are unauthenticated and assumed to
be anonymous.

If you are using Firefox, can you try Chrome to help narrow down the issue?
