We usually face this problem when the openejb.home and openejb.base point to
the wrong directory. What is happening is, that OpenEJB wants to find ejb-jar
and web.xml but cannot find them.
You can try setting these environment variables manually on the java command
line and see if that works. (

I am facing a strange error whil

The error is intermittent in that the same test is working on another
deployment of the code, so I am not sure how I can replicate this.

We already have a ejb-jar.xml since we have been using EJB 2.1(not 3.0
unfortunately...:().
The number of EJB's are going to remain pretty static since it has already been
developed.
This won't really be that big a problem in Production, as once openejb
initial
application assembly so that when it
startups a second time, it does not build the entire assembly again. This way
there will be no delay if the server has to be re-started.
