Is there a product in openoffice that is like Microsoft publisher?

No. The OOo (OpenOffice.org) Draw component does have some functionality
I'm a big fan of Scribus. http://www.scribus.net You won't be able to do
anything with existing M$Pub files, but nothing else will help there either.

Short answer to this is no. MS Publisher has propietory formats.
