I just tried last night to do the same thing.
2.1 claims that it is finding related components and removing them (I
assumed it meant the 2.0 version). After installation, trying to start
says it can't find
the program. So, I look in detail and this is what the installation did.

Please try the 'Windows Installer CleanUp Utility' [1]. Then you can
remove your old OOo installation and install OOo 2.1.
