Subversion supports OpenSSL 3 if serf (it's http library dependency) or,
respectivey, httpd (for mod_dav_svn) are build against it:
$ ldd `which svn` | grep -E "lib(crypto|ssl)"
libssl.so.3 => /usr/lib64/libssl.so.3 (0x7feeae68)
