Looks like a permission misconfiguration in your file system, but is
difficult to confirm without more information about your installation...
Maybe you have a SELinux enabled?

Did you evaluated not to migrate history?
I mean, depending on how many times you searched before in the history and
if it is acceptable to continue using mercurial to do such kind of tasks
for previous code, you probably can avoid wasting effort on this.
