Never mind, I circumvented the problem (if anyone is interested to
hear) by explicitly adding every necessary library including tapestry
libraries.

I know most eyes are focused on T5, but people work with legacy apps
as well so...
I have a small application built on Tapestry 3.0.3.
It compiles, and I can build a .war, but no matter what I try, the
.war won't contain the tapestry jars.
The app is supposed to work in a hosted environment, I

The difference is that I'm designing everything in T5 to support that
goal (a clean separation to support easy upgrades). This wasn't a goal
in T1 to T4 ... chalk it up to experience.
I hope this first attempt will be a success in that respect.
