Have a look at www.jahia.org.
It's a really powerful java based CMS, setup procedure is a walk in
the park. Beside the EE-version ($$$) there's a community-edition for
free, having most of the features of the EE edition. They have a big
community, so support's also there.

I performed the steps suggested.
Below are the results:
1) I have all search permissions for specified paths.

I did as you suggested and create another virtual directory on IIS with the
same security setup and was able to get to the .HTM page in IIS without issue.
Here is what Fiddler had to show on that:
