although rather old, Tomcat version number I assume you mean you are
using Apache Tomcat 8.5.29.

May I ask why you need to manually set it up? You can download the
Windows Executable version of TC[1] and choose install as a service
when prompted.

Wouldn't you find it easier to just install Tomcat
with the 'run as a service' option? Then all you have
to do is change the service that is created for you to
run as a secure user and you're done.
