$ssh_options doesn't have vcl.key. (ie. -i /path/to/vcl.key)
I've changed the code to test it - added:
$ssh_options = $ssh_options." -i /etc/vcl/vcl.key";
right before $ssh object is created and it seemed to communicated with host OK
this time:
