Don't get confused between the OnlineRetryLimit and the RestartLimit
parameter.

Online Retry Limit sets how many times to attempt to online a resource
when initial attempt fails.
This is not a service group setting

on restarting more that once inspite of this setting.

Is there a way to create a nofailover service group in VCS environment,
is it permitted?
