When I tie on dumbbell eyes I build at dam of thread in front and back of where
I want the eyes to set.
I have some material that is thick and works to do this. I then tie on the
dumbbell eyes with figure 8 thread wraps and use superglue to hold them on.

Sorry, got the Mustad hook specification wrong. 3366 is the bass
hook most commonly used for Clouser minnows. Wapsi and Bass Pros
market Lightning Strike brand freshwater popper hooks, in two sizes.
Don't have the product number handy.

No one out there uses dental floss to secure the dumbbell eyes? Have a
friend here who does it, so will ask him. Definitely would be a white,
unflavored dental floss. Beyond that, I don't know if there's a special
technique involved.

Wes, you already got good advice on this.
What i do additionally is to form a little ball/bump on the hook shank,
which will be at the back side of the eyes.
First do the bump, than set the eyes with figure eight wraps, while the
bump is stabilizing the eye. Secure all with cement, and that's it.
