I will add to what others have said that versions of this idea were kicking around in the videocassette era. It was hard to find multi-standard VCRs and even though the image degraded if you made the copy across standards, some folks said that you could make the copy if you destroyed the origin

I think you are looking for a negative or something that does not exist. Basically the right of reproduction is exclusive to the copyright holder ( and you can dig a citation for that) though exceptions ( clips for "fair use") are spelled out. You are confusing different parts or copyright law. There is a section involving REPLACING copies of previously purchased copies in formats that are allegedly obsolete. There is no legal right to transfer a copy from PAL to NTSC because a copy has not been made on NTSC for the American market.. Ho
