I will add to what others have said that versions of this idea were kicking
around in the videocassette era. It was hard to find multi-standard VCRs and
even though the image degraded if you made the copy across standards, some
folks said that you could make the copy if you destroyed the origin
No such clause unfortunately.
I think you're combining 108 preservation and 117 software backup disks.

and you can dig a citation for that) though exceptions ( clips for "fair

You are confusing different parts or copyright law. There is a section
involving REPLACING copies of previously purchased copies in formats that
are allegedly obsolete. There is no legal right to transfer a copy from PAL
to NTSC because a copy has not been made on NTSC for the American market..
