for instance. But why does an app need to have location services when it's not

No, you cannot say OK Google to the assistant on the iPhone. Apple will not
allow that, at least as of now. That would take one of the few advantages that
Siri still has a way, since you can do Siri hands-free and no other assistant
is allowed that privilege on the iPhone.

Funny about the location services condition.
On my Samsun Galaxy phone, I have location services turned off and I can use

downloaded it and opened it, and in order to work at all, you need to give it
permission to access location even when you're not using it. This is so it can
make a so-called private map of where you have been and where
Apple Music resides in your Library once you decide you want to keep it. The
