There are apps that allow you to record tones directly on your phone. Others
that let you create them from your music library. You can also use programs on
your computer. Basically there are many options so it is hard go for me to
recommend one.

In fact, I created an app, AutoRingtone, for that which uses Text-to-Speech
to create custom Talking Caller ID ringtones for each contact in 40+ voices
including Siri. There are free versions and the PRO version is on sale for
just $0.99.

I remember a number of messages a few days ago where it was stated that it
was not possible to assign/save a custom RingTone for a specific contact.
I have an iPhone 4S with iOS 6 and this works fine for me. I made a few

Same here. I've made and assigned custom ringtones ever since I got my phone
(4s) back in january. The guitar strum that came with the phone is my
default, but I easily have about 10 or so customized tones all
self-generated. Same goes for the vibrations.

It has always worked for me too. I can also set custom text sound alerts for
specific contacts as well.
