You might have to put a subject into the subject field or type something into
the message body as well as sending it to yourself. This has worked for me
consistently. It seems that just editing the to field isn’t always enough.

I have the same issue, it seems to be a bug associated with the mail app, and,
unfortunately, the solution you suggest doesn’t always work. Often, when you
double tap the notification of drafts that is taking up real estate at the
bottom of the page, you find that the send button is dimmed. When
Karen; open each draft and send it to yourself. When you receive it just delete
it as though you were deleting any other message. Hope this helps Anthony
