I know that I turn off stuff that I do not want to be backed up so won't take
up much space for example I don't have many photos so I turn them off

Could you be a bit more specific as to what it is that is filling up your phone?
iCloud is not really a place where you can park/dump content, it’s more of a
place where information is kept in case you have to restore your phone
