The issue I have is with the braille cursor. When I'm using my braille
display, I can't move my cursor wherever I want using the routing
keys. I literally have to turn on VO and use gestures on the phone to
move my cursor. Quite annoying. Has anyone else experienced this? I
have the Focus 40 Blue.
The strangest thing that I have found is the Rotor does not stay wher I put
it. I usually keep it in Headings, but I have found it moving sommewher
else when I go to another web page or ap.

Has she updated to the latest 13.2.3 update?
The Voiceover problems after a call were an issue in the earlier iOS 13
releases, but seem to have been fixed
r the public either before Christmas or in the first part of January.

No issues with iOS 13 for me either.
Ok, one minor annoyance is I have to use the rotor to move to headings every
time in Safari to move by headings.
Prior to 13.2 VO remembered my set

I can't tell any difference in VoiceOver.
Also, there still remains the problem that when using Bluetooth through hearing
aids, the sounds go through the iPhone speaker, but not with a regular
Bluetooth set.

That was all that was mentioned for VoiceOver users, and since I do not use
