You can get your Apple Watch to chime periodically every quarter of an hour,
half hour and hourly via the Watch App, Accessibility and Chimes. I see no
reason why a similar facility cannot be added to iOS.

I am surprised Apple hasn't added such a feature yet in their Clock app,
probably wouldn't be that hard to do.
