I had this very same problem under 15.1. I updated yesterday to the latest iOS
release and it seems to have fixed it.

Are you talking about your settings under notifications, Messages?
I've never had an issue with receiving the message sounds when a new text
message comes in.
I am on 15.2 now, and they work as always.
Check that Do Not Disturb is not on and make sure the phone mute switch is not
on.
