As Klyph said, you need to use iTunes or Garage Band.
I personally find iTunes a bit easier.
Connect your phone to the computer with the cable.
Open iTunes.
Select your phone.
Tab to the treeview that may or may not read well at first.

I tried to use Itunes first and can't
figure out how to do it from their either. I couldn't even find
the darned ring tone files going through Itunes. I also tried to
send the ring tone files to Itunes via the sendto option and
Itune
Sorry that’s not how you do it. Gotta use iTunes or garage band. Or a 3rd
party client out there that some use to by pass iTunes
