Yes, I've turned icloud music library off and on again several times. Once your
music is in the cloud, you could never turn your computer on again and still
your music would be available beamed down from the icloud music library! Which
is precisely the joy of Itunes match! Harry

As far as I understand it, it will disappear from your music table on your mac
but it doesn't disappear from iCloud if you have itunes match subscription.
When you turn it on again, all of the items should be visible to you again.

How about if you open itunes store app, and activate the last tab on the right
at the bottom of the screen which says "Purchased". You should then see all
