IN VoiceOver settings, it goes up by 10.
ON the rotor, it goes up by 5.
You can force it I guess with the long press in settings, but it is just easier
to have it on the rotor.

However, 70 is just a bit too fast. So I would like to set it at 65, if
at all possible
Yes, it takes a bit of getting used to, I think the trick is a short quick
flick with your finger.

When I was new to voice over, I wanted the speaking rate in the rotor. As I
got use to it, I found I didn't use that control and so I took it back out.
That's the nice thing about the rotor, you control what you want it to control.

swipe up or down with one finger to adjust the value, all that happens
then is that
You are in the right place, but find that adjustable item and simply swipe up
or down. That is, don't double tap on it first, just move to it and swipe. It
should adjust in five percent increments. Also be sure that the up/down swipe
is fast enough; it sounds like you may be moving your finger
You can also switch the rotor to speech and swipe down to slow down the rate
and swipe up to speed it up.

It kind of a flicking motion that you use. If you flick up kind of like your
snapping your fingers and flick down the same way you should be able to control
the rate. Don't get frustrated it took me a while to to get used to it.
