I'm trying to master the process of moving downloaded ringtones to iTunes so
I can use them on my phone.
I thought I synched the phone properly, but the ringtones are still not
showing up even though iTunes says all was synched. I'm obviously missing
something.

Try turning iCloud off and then on again. Restarting your devices and your
computer might also help as well.
