Yes, you can add or remove all kinds of things from the rotor other than language. Open settings, general, accessibility, voiceover, and scroll down to rotor. Anything that says selected is on the rotor. If you double tap it so it doesn't say selected, it will not show up on the rotor. You can

Your voice over rotor cursor seems to be on the change rate. To avoid this problem move the rotor to another location like headings or words or characters, depending on the kind of gestures you want to perform. If you like to move by headings when you swipe down, set the rotor cursor on
