there is a long standing issue with phones becoming sluggish if wired earphones
are used either when the phone boots up/reboots, and while on a phone call. I
think that mostly impacted some older phones; I'm not sure.
Turning VoiceOver off and back on again, usually clears that one up.

I had to get an replacement iPhone 8 Plus because I had issues with my older 8+
that I had for two or three years and they gave me another 8+ or and currently
using it without sluggishness.

Not at all. I've heard of others with iPhone 8 who are using the update just
fine. So you don't have to always be restarting the whole thing, just turn off
wait a few seconds, and turn VoiceOver on again. Hope this helps!
