I have the same issue. Siri doesn’t always work for me either.

There is a raise wrist to wake setting that must be on in order to get that
feature to work. That setting is under display and brightness in the watch app
or on the watch itself. I did this and it is still a hit and miss but that is
how you get it to work. One more setting to make sure is on

I just got my apple watch se second generation watch and have been
trying to get it setup.
One thing I can't get to work is siri. I set siri to listen when I
raise my wrist but so far that isn't working.
Is there a trick to getting this working?
