the shortcut if a carrier sets it up. Once the phone is reset, you can call the
VoiceOver on by holding and pressing the home button for three times.

With an iPhone 7, all you have to do is press the home button three times when the phone is powered up after the reset and you should hear Voice over speaking. Have personally restored several iPhone 7's and been able to get voiceover speaking following this method.Sent from my iPhoneOn Aug 3,
If you use the Settings, General, Reset, erase all data, you will likely lose the accessibility shortcut and will either have to use a computer with the phone connected via the cable with iTunes to enable it, or get sighted help to go through the setup and enable the shortcut again.Richard,
