Chuck, Go to Settings, Face ID and passcode, enter your passcode, swipe to require attention for face ID and make sure it’s turned off. This should have been off by default if you initially set up your iPhone 13 Mini with Voiceover running. I haven’t heard that this setting affects face ID

Anthony is correct, if your Face Id is set up correctly and works well then it can be absolutely and utterly pitch black without even a shred of any light, e.g. you could be in a cave 100 feet underground with no artificial light and it would work. To set up Face Id normal light maybe not a bad
